My point is simple. The government is responsible for controlling hooliganism. If people in South C are afraid of fans, they should blame the government. A club cannot do anything. Hooliganism is so easy to deal with that it beggars belief that in 2014 the government still has not addressed it.
hooliganism is the government's responsibility. I am tired of hearing the sports minister blame clubs as if clubs can do anything about it. Thats why I said I am glad Uhuru finally gets it. The last time Sam Nyamweya asked the minister to address hooliganism he freaked out and acted like a rabid lunatic saying the government is not responsible.
