When I heard the news over radio, I shook my head

Yes we all have some responsibility in securing the country but if this is how the gava is going handle this matter, then the next thing we should hear of is Polis1 charged for inefficient protection of wananchi....

Very soon they will charge the victims and dead for not being responsible for their security

This will work well in deterrent. If you don't mind your own security many other Kenyans do. Why did the crew not search passengers on this ill fated bus as advised by security forces whilst many other routes and matatus do, worse hours just after an attack on the public transport system. You want to complain about security but heap everything on government. Let people get serious. It takes some of these small acts to prevent large scale damage. Unfortunately, in two failings, that of the government and yours, don't expect the government to run to prosecute itself.

Why I'm I not suprised that this is coming from @ecstacy.
This would be hillarious if it weren't sad. Is there a law requiring matatu conductors to prevent crime. How about you charge Kimaiyo and all his police force fr failing to prevent crime.

People go read the bill of rights and responsibilities of a citizen as enshrined in the constitution and quit spewing your ignorance here

When you apply for a PSV license either as a driver or mat owner, you have taken/signed up to the responsibilities of protecting every citizen in that vehicle. That is why if an accident occurs and you are found to have violated any rules, then you are charged with murder or manslaughter.

Was this an accident?? I would equate terror to a hijacking..

What rules exactly did they violate being under attack from a foreign army??

Have the forgotten to arrest the owners of Westgate?? The NCCK?? What about affected restaurant and hotel owners??
