He cannot use the law, it is not in his favor, cannot work, it is mostly and largely ONLY his tribe he can expect unwavering support from, they are not like the law, they are completely loyal, so he will use his tribesman "young man" to zusha get power and share with his family, it is a fight for "power" for himself first, family second and a few tribesmen and friends the rest is irrelevant, he is in search of "power"!
