whoever wins this election, one WSR will be smiling all the way. he has been able to lock in Kale RV and a good portion of NEP. Give him time and he will lock Turkana, Samburu, Maasai and Borana and Rendille of Eastern province. That will be a sure presidential ticket in the future.

I was just about to ask this question. Is it 50%+1 of the cast votes or of valid votes. I see like this is what will determine run off or not.

Leads to absurd interpretition. A vote can only be cast in favor of someone. In a normal situation if an unqualified person votes, that vote would be disregarded.

Similarly, in a runoff if there were more spoilt votes than valid votes, does it mean there would be no winner or that "spoilt votes" will win since these are votes cast?
