What exactly is RAO's position on the impartiality of IEBC as currently consituted!

Here in Wazua, apart from @FRM2011, the usual RAO supporters, the dyed in the wool ODMers are not hidding their disdain for Chebukati and Co!!

You know Chebukati and the other commissioners joined IEBC the other day. And their only interest is influencing the tenders, collect their cut and retire rich. Most don't care who wins. A dangerous combination of greed and incompetence. Biased ? No. Have you ever heard a Koinange street girl who refused to take in a client because of tribe ? Religion ? Political affiliation ?

Trouble is at the secretariat. These guys run IEBC. NASA made some grave allegations against the Director of voter registration. IEBC didn't bother to respond. But when you look at the drama surrounding the register, you can tell where the problem is.

Ask yourself even if you are not an IT expert. In every database, you have the main identifier. E.g Adm No. in a high school or university, Reg no for a motor vehicle registry. This number cannot be shared. It is also defined in such a way that if it has 6 characters, all alpha-numeric, an entry that fails that condition cannot be accepted.

IEBC are holding the most sensitive of databases in Kenya. Its their only job for the last four years. The primary key identifier is the ID number. In Kenya all ID numbers have either 7 or 8 characters. And here we are with 3-digit, 4-digit, 5-digit identity cards. We have over 300,000 double registrations. ID No.12345678 belongs to a young guy in Nandi born in 1990.

India published online their 800M list of voters. Nigeria, Ghana, Uganda did the same. It is a legal requirement. But IEBC wamekaa ngumu.

NASA bought a copy for 20K and the number of issues coming up are unbelievable.

I take note of your point of view, though I am not sure if RAO would agree.

The problem with your view IMHO;

The allegations on voter identification data could very well be yet another ruse by RAO to disoriantate IEBC.

In any case, why is he so intent on running affairs for IEBC, all the inner issues including the length of Voter ID Nos. That's interference - being a nuisance.

How come other political players do not have those issues!! Uhuru should also be concerned if TRULY the voter register has integrity issues!

Unless you are saying the voter register is skewed to favour Uhuru - which takes us back to IEBC impartiality issues!

There are about 7 commissioners who came into office courtesy of RAO action of routing Hassan and co out. Do you mean to say all these people have issues - and only RAO can see what they cant see!!

The other day you came here with a developing story/breaking news about the same register only for the same to be declared fake news.

Nothing new/strange coming from you and NASWA.

I might also add that IEBC is a corporate body.

You either have confidence in IEBC as a body or you dont.
This mischievous business of saying some part of it is eeh o..k., but other parts are bla bla bla, doesnt wash.

So the question remains, where does RAO stand on this matter - Is IEBC as currently constitued impartial.

Have you seen the petition by NASA today to the IEBC ? NASA is demanding that the CEO and Director voter registration step aside to allow investigations. Before anyone starts talking of continuity, there are two deputy CEOs and 7 directors at IEBC. There will be no vacuum.

The mistakes and errors in the register follow a pattern. They cannot be the result of clerical errors but they are the result of a very elaborate process. NASA insists this is the reason IEBC has refused to publish the register. When cornered why they can't release the KPMG audit report, another legal requirement, IEBC are saying KPMG gave them a hard copy report only.

Whatever happened to telling intelligent lies !!

If there are errors why not just bring them to the attention of IEBC? IEBC didnt prepare the register from zero, so it's possible whatever iteration they have has some errors. when people were told to go out and have details verified, only very few came out. Plus it is not easy to delete peoples names from register seated in an office just like that, no need to overemphasize this point. And I dont understand naswa obsession with register, registers don't vote. No voter Register will ever be perfect anywhere in the world. or is that naswa want to create constitutional crisis?

Just in..and coming up.

IEBC WILL NOT RETENDER THE PRESIDENTIAL Ballot printing exercise saying it's impractical

Retender
The right of a holder of certain futures contracts, who has received a notice of intention to deliver from the clearinghouse , to offer the notice for sale on the open market , thus offsetting his obligation to take delivery under the contract .

Forget geometry, trigonometry, vectors, matrices etc. The most difficult mathematics is simple addition.... kuhesabu kura tu... one, two, three, four can be such a contentious issue. Ordinary people and kawaida institutions deal with much more complex arithmetic problems every day with money, weighing things like unga, measuring milk quantities, or beer .... can you imagine the maths a mama mboga who sells sukuma, cabbage, nyanya, kitunguu and dhania has to deal with every minute of her job every day...... and this simple counting of people that comes once every 5 years is a problem???!!!!!

wanjikus proposals.(public participation)

This is so simple:
Printing machine should be placed at the centre of Nyayo stadium, Kenyans and politicians be invited to witness live. The printing be done in broad day light as Kenyans cheer as they would in a football game.

The easiest ni kila mtu aende na id yake kwa US embassy a printiwe special ballot paper yake na aache id. Akae nayo mpaka hio siku. On voting day u vote n retrieve your id using the ballot paper ulipewa US embassy kwa voting station yako.

Our in-house expert on these matters, @swenani, has been running a very successful upmarket fish parlor in Kilimani. Send an email to wazuafishmongeratgmaildotcom for google co-ordinates.

Alternatively, next time you are in Nairobi, I can take you.

IEBC issued their statement today at noon.

Elections must go on as scheduled.Below is their program.

10th July - Meeting with all presidential candidates.
11th July- Receive Public participation views.
12th July- Review of above.

14th.. I think is the set date to start printing??

According to chebukati the burden rests with the PPOA
to draft the framework that will act as guide for public participation.
Well, they have 9th and 10th to do all that..😦😦

The PPOA still provides room for direct procurement under the following conditions.

1. if there's urgent need for goods /services being procured
2. if because of urgency the other available methods are impractical
3.if the circumstances that gave rise to the urgency were not foreseeable and not as a result of dilatory conduct on behalf of the procuring entity.

And yes IEBC will appeal says chebs.

Do we even have time to follow due process?

Let them appeal...They will never win....

Why such finality?

The basis of the appeal...

Better still, we can all go with a piece of paper from the Karatasi Brand Exercise book and use it to vote for the candidates.

We had five years to prepare for elections and now we are having a last minute rush. The tender should be given to NASA to settle the matter!

Should they publish because they are required to do so by law or because NASA wants it?
