good guys,duty is payable on the purchase price or CRSP (Current Retail Selling Price) whichever is higher. CRSP depends on the current price for the same model,usually obtained from the manufacturers such as toyota or their agents. for second hand vehicle,some depreciation is worked based on the number of years to arrive at the value.

so most likely if you contact subaru and toyota,you will find out the priceo of RAV4 and certains models of subaru have gone up in the past 2 or so weeks. dont blama KRA because any clearing agent worth his name should have known this and advised you appropriately.
