I rarely hear much about him. I had higher hopes on him too. Right now all I hear is about improved international ratings for Kenya as a place of doing business; which is good but not good enough. I would be happier to here about his achievements in expanding local manufacturing.

1. Matiangi should stay in the education docket. Interior will almost do to him what it did to Michuki. Taint his high performance credentials. Anyone who has interacted with the police force including the elite units like flying squad and SCPU will know the mess is systemic. It can't be fixed by one man.
2. Health docket is a mess. I think @kusadikika shared his painful experience at KNH a while back. To fix it you need a meticulous planner with a forceful personality to face off the cartels. Nobody comes to mind.
3. Do we remember the delivery unit ? Get someone who doesn't mind stepping on people's toes. It was supposed to ensure govt agenda runs without caring about the turf wars between ministries. E.g. Thwake dam. Ensure treasury allocates funds for resettlement, Lands handle the relocation, public works and water execute project within timelines. Guess this is how Wario failed to deliver the stadia.
Before anyone says NASA, please know if the govt succeeds, we all do. Same if it fails.

You are mostly distorting argument. When the red cross did a massive drive on tree planting, it was about using their positioning and visibility to cause positive change. Rotich is too soft for this....Kiunjuri doesn't have the capacity....This country can do much better with Matiang'i as the Finance & Economic planning CS....in my view. It's very hard to judge a Finance minister. He's under directions from the executive and parliament and had to consult treasury, Central Bank, KRA World Bank, other nations, IMF, donors and banks just to mention a few. It's the worst job after Chebukati's and Boinet. I think Rotich has done very well. BBI will solve it :)
