Most shagz teachers don't set. It had been preserved for big schools teachers. They're a panel like 7ish. You set each one a full paper. Or several questions on chapters then submit. Its printed by different people but. The panel leaves but they share what they set. That's why marking/setting is a cartel like. Recently they tried breaking by ensuring each district (read county) participate. Not sure how it has picked up! Same is repeated is Science congress judges, Music festivals and sports.

Kenyans stealing everything even exams, talk o rotten systems, deal with the system first, ION heard that they are reviewing the 844 system and there Is a public forum asking for your input.
