Shouldn't CORD elections also be done by "FOREIGNERS"? Or in a "FOREIGN" venue like Boston? With "FOREIGN" men in black?

My simple mind has never understood how IEBC so badly bungled the presidential election but performed well on the other positions where candidates were properly elected.
