@washiku, inaitwa culture and it's passed down. I've seen people who come from private sector try enforce rules like 8-5 then they encounter a mountain of resistance

CS Waiguru on NTV mentioned that guys bump themselves to ps salo for a couple of months then revert to their job group.
I am sure in njaanuary we have 100s of ps but due to audit most will postpone promotion to after audit.

It's very pathetic the kind of attitude these guys have towards work, yet we have many young people ready to put in more hours working.
It's no wonder,corruption thrives and service is poor because they don't spend time trying to improve, but abscond.I hate that lazy attitude to the core.

Challenge is even the young people working in govt offices have picked up those bad habits. You can not tell the difference.

i have noticed that work ethics are drawn from the culture of a work place. Gava offices generally have bad work ethics resulting from the bad culture that has 'kitad mizizi' in gava. but let's work on one problem at a time.

By the way Huduma centre seems completely different. When your are there you wonder whether you are in a govt office. I wonder for how long will it be like this before things go back to former ways...

There is a particular deemoni which roams around government offices, one can easily tell they are in one even with blind folds.

The manner of talk,the things they talk about- personal stuff, the time it takes to get served,the workers age,do they ever retire? the furniture,wall hangings,floor, everything affects mood and in turn service delivery.

All that they keep talking about are loopholes to steal.

My thought is; for almost a year now, the non politician CSs and PSs should have at least started sorting out their ministries, they are supposed to be technocrats for heavens sake, sorting out needs to be Ministry by Ministry, Department by Department!!!!

Of course not. There are cartels that run such schemes with full knowledge of all top ministry officials. A friend of mine went to resign from gava and she was told that her name would be retained on the payroll and she would split her salo with the ministry officials. I expect cabinet secretary and P.S are fully aware and are abetting this practice.

1 billion is a red herring. cutting wastage should start from tendering and procurement processes.

There are offices which procure goods and services that will never be delivered but cost the tax payers ten times as much. Ever asked how much a rim of printing paper goes for in GoK

UK should stop taking us for a ride.
Our budget would be half of what it is if this loop whole is sealed.
