Kakamega proposes taxing 20 shillings for every Ingokho. What I don't know is whether this will be per year or per lifetime.

I think this county taxation will be a potent breeding ground for corruption if not managed well. Taxes are easiest to collect and feel least oppressive during a transaction. I guess it would work better if counties build markets and charge traders during market days otherwise they will just make some people rich........

Can you imagine being employed as a chicken counter and tax collector in Kakamega County...You can become a millionaire overnight....."Naona uko na kuku ishirini, hiyo ni shilingi mia nne.......... wewe fanya hivi nikuandikie kuku tano halafu unipatie mia mbili... sawa...mia ya County, Mia yangu na wewe ubaki na mia mbili... si hapo ni sawa?" Which auditor will go counting chicken to verify that the county is not being screwed.

This will be a serious revenue windfall for the county given i heard chicken is breakfast, lunch, evening tea and supper over there!
