@kizee1 , there are two issues you could be confusing:
1.Passing of a budget by the US congress before 1 st October ,which failed leading to the shut down of government.
2.Raising of the debt ceiling which should be done by 17th October.
You cannot discuss how much to borrow without a budget, can you. The budget will help in establishing the deficit, then borrowing can be done.

whats the use of doing a budget if your going to borrow lol! when you and I do a budget we have a finite amount of funds which we BUDGET around guess the definition of a budget doesnt apply to governments

...and I work with a USG contractor in KE but we had to invoice waaaay too early otherwise salaries would have been a mirage this month....
