I saw this nonsense on TV as well.

It reminded me of something my teacher, ABC (may he rest in peace) used to say:

Generation xoxoxo and xaxaxa is delaying child issues and this strategy will not work. Best may be is to have a massive issuance of ID cards to all those reaching the age of 18 and having them to register to vote. This would be much better than hii panganga ya kuzaa.
