I could be wrong, and forgive my ignorance if that is the case, but I always wonder, aren't these bills sponsored by the government first discussed at cabinet level? How then do such offensive clauses pass the president just for him to reject them later? Or are they sneaked in during the debates?

LOL that's some middle finger right there, but come to think about it, he is the only guy retiring as all the rest have entered campaign mode. All the same I think either he was misled or there is some hidden agenda.
