I believe this argument is basically about poor logistics and misunderstanding of figures/ misinterpretation.
Also the argument implies that there was a clear winner.
But, there exists the Kriegler report, which I believe to have stated that it was impossible to know who won! And that was the moral ground for a coalition government.
So I believe the argument provided by @Masukuma is misleading and incomplete mostly because it assumes human indifference to how the voting system worked.
