I don't understand. From what i read, i take u to mean the freehold plot is for agricultural or industrial use and needs to be changed to residential use. Why does it have to revert to leasehold for it to be residential?

There is no relationship between title type i.e freehold/leasehold and allowed land use i.e agric,residential,industrial.

why is the council then insisting on change of user including change from freehold to 99 year leasehold? They recommended annual payment of peppercorn rent before approval of the building plan.
You will know that you have arrived when money and time are not mutually exclusive "events" in you life!

Under what circumstances does a freehold title change to leasehold in a subdivision? I have seen subdivisions where the title for the individual plots still remain freehold.

@madammary..when the freehold title is returned for issuance of anotehr sub-divided title, this is the chance that the ministry of land takes to issue a leasehold. Valuers,Surveyors and Conveyancing experts here in wazua can advise us better on this mechanism i.e can an owner refuse their land to change to leasehold?

Let me also advise, esp to developers of housing estates: it is a requirement that drawings for sewer and water reticulation be submitted to the water company for approval and inspection during construction. This is done at the developers cost. After a given defects period, the company takes over for their operation. Failure to do this may mean you have estates with perennial water/sewer problems. And this are many.
