Some people were wondering why Kibaki did not come out to declare war on al-shabaab.

The answer is in the constitution! He would have required the support of parliament!

Now I see why Saitoti and Haji have insisted we are not at war but we are engaging in an 'operation to hunt down terrorists'.

Kioni is a very brilliant lawmaker. Too bad he wont be in the next parliament. Watching him on the trend, he appeared confident of his earlier stand on the senate and KCPE. Senate ishindwe!

This positions are here courtesy of the new constitution 2010. We need to seriously manage the entire government wage bill. Otherwise we are on our way to a perennially (sp) broke government.
