Government and Safcom/SST deal on cloud computing what are the legal implications?

From a shareholders view the deal entered by Safcom and Gova for storoage of public data through cloud computing is good, it will bring more money into Safcoms coffers. But from a legal point of view, what are the legal implications of this storage. Will it be easy to access information and documents thus stored through this system? Do we have a law governing public acceess to these kind of records or is there a timeline specifying the kind of records that can go for 'online archive?' I need some lights to be shed on this by who have knowledge of such matters. Cheers to all
