How would it be possible for Mariga to have that when the link is to a bill which is yet to become an Act? Could it have been a case of Mariga merely adding his name to the front registration number plate and not replacing it?

I doubt you will be able to copyright. If it goes like it does in other countries, the value of personalised plates will keep changing according to demand or popularity. Not all will hold the same value Its almost like shares. You can buy and hold hoping it rises in value... Could this be the case?
