If its mismanagement, then the thieves are known, the stolen cash estimates are known, and those who authorized the thieves to receive the money are known. They should just be arrested and charged, assets liquidated to offset the lost funds. The Government should refinance the factory for the benefit of the farmers and community at large while the Anti-corruption authority follows the crooks. Then again its a bit difficult for hyenas to eat hyenas.
