This bill will never see the light of day.. A better proposal would be for parastatals to seek CBK approval prior to opening of bank accounts or even minimum core capital of the bank to be considered

I think this already exists but rarely enforced to the letter. What mostly happens (bureaucratic delays for approvals?) is that they go ahead and open accounts then declare the same to Treasury later.

Some counties also often negotiate with banks to lend them funds (short-term) to cushion them against delays in receiving theirs from Treasury. I wonder what will become of such arrangements.

That meets the 20% threashold, albeit through the back door.

If that is true then I am surprised...With Coop controlling all those Saccos and the way Saccos impact the common man, the gaamnet should have have a considerable stake in this big bank.
