Everything begins at the grassroots where we have association,groups,businesses,etc meeting the governor to table their proposals before evaluation and the start of any work.
You need to 'belong' to one of these groups raising their voices to become fully engaged in the on going developments taking place.

Otherwise we become critics for the fun of it.

It's possible to keep a promise and be worse off. Promises and their fulfillment may be the worst indicators of good governance, especially under misinformation.

How can many different views be represented under limited resources like time/attention?

You not knowing even your ward's name proves my point. You have limited your power to that day you vote. No more. Then you go to your
usual place of work. Slave politics.
