There's this book I read on Mossad. The way most intelligence services work is that they may be aware of an event that might impact negatively on another state or a corporation etc, but, they don't intervene they only analyse to see the outcome,operational details, and also, they prefer to redirect actions towards other targets rather than have them take place in their jurisdictions.
