The IG already has Kenyans baying for his blood. This is not the time to start putting himself on the defensive end, trying to explain things yet we all know his speaking skills are wanting and every time he explains something he leaves you more confused than you were before he spoke. A very easy solution would have been as follows:
1. Call the Jubilee and CORD leaders who were planning rallies for an "urgent" meeting at the Vigilance house(Ensure its a statement issued through a press release)
2. They may attend or they may not. If they do, tell them he has banned rallies due to "intelligence" reports indicating the rallies would be putting people in danger. He may or may not share the specifics with the leaders. If he is not willing to share, all he needs to say is that its sensitive info that is under investigation bla bla bla...
3. Ensure there is a press conference outside the vigilance house after the meeting and they should all be seen walking out of the meeting together. Inform the nation the reason of the meeting and that "I have explained to the political leaders the reason why we find it extremely dangerous to hold these rallies at this time."
The nation would be on his side. If the leaders goes ahead to call people for the rally, they would be seen as the careless type who are putting people in danger. He should then have a few people start online war against the leaders "who dont care about their people" bla bla bla...#SomeoneTellWanaSiasa would be made to trend...
I think what we need right now is a serious PR guy to manage communication and act a spin master in that security department. This guy needs to be so so smart in communication that he/she will end up convincing convincing people how safe the country is and how the security organs are on top of things? Why do I say this? Because security management is also a matter of perception. People need to feel that there is someone so much in-charge and watching...With such, the small guys who go around taking advantage of the clueless situation displayed by Kimaiyo would not dare. That would then leave the police dealing with the serious threats without being distracted by small timers.
