First...IFMIS is a combination of system P2B, P2P, R2C, ICT support among others. Its main aim is to have all gok transactions captured in the same way. The reality with this system is that every transaction that has to go with it has to leave digital footprints, that is why those officials in the ministry were caught. I dont think Waiguru has the capacity to write the program, tho she supervised the implementation of it.
One big reason why people are against this system (incl civil servants) and they will fight it to its core, is because you have to indicate the names of the directors of a company that is willing to offer services to GOK....
