Really? If that was what happened it was a master stroke of political manoeuvring. Giving titles to citizens is always going to win tons of political goodwill. Why didn't RAO raise a stink back then? Out-thought and outfoxed? The man needs new, Machiavellian strategists around him IMHO ...
