The Finance cabinet secretary does not supervise the work of the other ministries. May be u should direct that question to the President or the cabinet secretaries running those ministries.

Why did he choose to give half answers? Should he then have asked those ministries to answer each for themselves from word go. But really what kind of govt cant tell at the touch of a button how money was spent?

Somebody told us here that rotich is responsible for all ministries accounting officers ie ps during waigurus saga. Has that changed.

He is only answerable to the Parliamentary select committee not some random press conference. That is the correct forum to answer the nitty gritty question.

You cant blame the Finance minister for the illiteracy of some people. The documents are online, if transparency is all you needed pick a calculator
