must (note emphasis) be fully responsive. Its not just price that lock bidders out; majority are locked out by ignorance and assumptions. Look at the documents required to make tender complete, strive to achieve top marks in evaluation criteria as well as be compliant with commercial and technical terms. ie. fully responsive.

Not true. Government is reformed! Some ministry pay within thirty days. It all depends on nature of contract and which particular department. Others pay a percentage in advance for mobilisation depending again on nature of contract.
