Corruption is part of the wastage. I listened to Governor Mutua's interview on Kiss 100 and I liked his approach. Basically he said that they had identified inflated tender prices as one of the ways funds would easily be stolen. So, prior to tendering for a tea-cup for instance, they go out and conduct a market survey on the prevailing prices of cups in the open market. If they find the going price to be, for instance, 20 bob, they'll then allow for a reasonable margin of say 2-5 bob per cup so that any tenderer who quotes an outrageous price of say 200 bob per cup, they'll consider that to be an inflated price and thus not consider such.
