What do we have here?

I was having a slow Sunday Morning and I decided to play a computer game. This is how it went:

In or around December 1986, about 200 youths, me included congregated at the Mwea District Officer's office compound to get National Identity Cards.

The cards were the old generation type where all people who had applied by 1pm got their cards by 5pm.

The sequence of the ID numbers was seven digits increasing in sequence by one for all of us, although there was a stroke and two further digits not in sequence but random.

In 2000, I obtained the "new" generation ID which had the old number less the digits after the stroke.

I fed my ID number and it came out negative. (I did not register) so I added a digit to my ID number for the next 100 ID numbers and fed it and fun began.

22 people (IDs) are not registered, me included.
10 people (IDs) are registered in the Rift Valley, 2 in Uasin Gishu.
27 people (IDs) are registered outside Central Province including the 10 in Rift Valley.
The remaining 41 are registered all over Kirinyaga County.

Will some one help me understand what this tells me (us)?

@aemathenge you hit it.
A very very dangerous move by IEBC.
These thugs have opened the register to political businessmen/women. Punching digits at random will easily give you some xter's data pap.
Instead there should have been 2 checks; ID/Passport No & Telephone No combined just like safcom does.
Wazuans, wait and see wat we will be subjected to in the next few days. someone will work round the clock to collect your critical details. We are done. Eish!!!!

We are done? Why? Long before we registered an aspirant for a county seat got numbers for people in the county and since then has been sending us texts for his campaign. Why would he go searching ID by ID while he can get all our numbers from I-dont-know-where?
