Someone has to take up the mantle to stop the fraud and ambulance chasing. As the largest (or top 3) medical insurer, it makes sense to do so.

Do you want to say AKUH who is a member of the Jubilee family doesn't over-bill and commit fraud as you have stated.
Your argument holds no water,at this point we don't know between Nrb hospital and Jubilee who is right.
