This was a hype to prop up the share price.
Who was exiting?
Not sure but it has been trading heavy volumes this week

https://www.businessdail...459832-rculv0/index.html Safaricom has opened talks with undisclosed investors to form a consortium that will this year bid for one of two Ethiopian telecoms licences due to the high entry costs that are likely to breach the Sh100 billion mark. The Nairobi Securities Exchange-listed firm said it was racing to assemble the group of investors ahead of its Ethiopia bid, which is expected in April. “We have not made any decisions (source of funding) yet as the constitution of the consortium has not been finalised,” acting Safaricom CEO Michael Joseph told the Business Daily in an interview on Monday. “It’s a consortium because it’s a big investment. I cannot provide names”.

Safaricom Likely to Borrow to Fund Ethiopia Safaricom CEO says unlike Kenya, where Safaricom’s business became profitable within three and a half years, Ethiopia will probably be a ten year journey -- Bloomberg

Huge potential. Huge payday if they get it right. The initial costs may be due to initial investments to cover the country. Safaricom reaped us off in the early days. In Ethiopia, they will probably face competition from others.

The borrowings will have an effect on the dividend policy/payout.

That's a very welcome initiative to swap minutes for bundles. Many of us have so many post pay minutes you are left wandering how you will ever exhaust them yet they keep on increasing....

Why are postpay rates way better than prepaid rates?

Why are postpay rates way better than prepaid rates?
Because of volume and guaranteed revenue to the company.
