Seen some photos of the VCs house and that of Noor the driver.......well,let's just say some people are shameless.

How does a driver take guests to his house in Karen,kitusuru or Runda for that matter.How does he explain his lifestyle versus his job?

Guilt would kill me.

But i cannot understand how the VC is seemingly in full control of financial matters

I thought such institutions would have many cheque signatories, committees etc . Even before a cheque is written, there would be payment vouchers with several signatories, someone in internal audit probably doing what they call 'preaudit' etc

Are government institutions run like that with no controls?

Unless there is a long list of people in the feeding trough that have not been mentioned

I think he took longer because he needed to gather tangible evidence. This is why he had to invest in hidden camera and audio records of telephone conversations. This takes times...

Of course there is. Didn't you hear her chide Spencer ati "wewe hujajua mambo," and did you not see how the Auditor General's office operates? The big mystery is who "Elijah Kutinkala" is and how a bank allows people who are not him to cash University cheques. If this was any other civilised country by now Walingo would be in chains!

That is how govt institutions are run. That is why parastatal bosses become overnight billionaires.

Also if this is happening in govt institutions where the CEOs "fear" the appointing authorities and auditor Ouko, you can just imagine what is happening in the counties where governors are small gods and never want to be questioned by anyone about their expenditure.
