Since these people are very determined to LOOT, it's very hard to eradicate corruption if we will always focus on investigations AFTER the event. If Uhuru wants to kill the dragon of corruption then only way is to treat all govt employees are CORRUPTION SUSPECTS unless proven otherwise.
That way, if as govt you give some finances to a public university or any other body, already you should have assumed that the people working there will be scheming to steal. Then your work should be to work ahead of the curve and ensure they don't steal. Use the Intelligence.
