First, there is no BBI draft. So nothing to compare.
Secondly, it is possible that most of the recommendations from BBI to Uhuru and Rao will be quickly handled by parliament.
I expect electoral management and police reforms to be easily handled by parliament.
The devolution question is interesting. The public service commission suggested the creation of a health services commission to be the employer of all medical staff. In short reverting the single biggest budget item under health to national government.
In devolution, the maxim is "money follows function". Aukot wants to push devolved funds from 15% to 35% but no mention of what extra functions will be devolved. There is no money lying idle with the national government.
Like I said before, apart from the corruption proposal, everything else on Aukot's bill is simply outrageous.

I also think the corruption manenos should be included in BBI. People should be attending court from Kamiti and not leafy suburbs of Runda, Muthaiga or Karen. The VC of Narok and her driver should be reporting to court from rumande. Also judiciary should be given timelines to conclude corruption cases. e.g., 2 months in which the case can be thrown outside the window if no end is in sight(that is no evidence).
