Corruption in boarding schools.

This used to happen a long time ago with school buses but it seems things have escalated. With the school bus you would have about 10 years of new form one entrants slapped with a "School Bus" fee on top of the regular school fees and this would go on long after the school bus had been paid for.

In this case of Igoji a school principal takes a loan of 44 million from a commercial bank to construct a dormitory. (Is this even legal? Can school principals take loans from banks? What do they offer as security?)

The Principal at some point leaves the school which is now saddled with debt. The school passes the debt onto the students. If you do not pay the debt, you are sent home. There are cases of students who do not have any fee balance. They have paid all their fees but they are being sent away because they have not paid their portion of the debt.

As a parent in one of our secondary schools,I would like to look at it this way:-

Is there a need and who foots the bill.If the need is there,and government cannot provide,then parents should come in.The project will help current and future students.A parents 10k contribution will go along way in supporting the infrastructure of our schools.

The project should however be very transparent.Proper books kept and audit.Also use of local labour to lower costs.

Yes, a school can borrow a bank loan but there are very stringent conditions from MoE before they can okay the borrowing.

To be fair to govt, a public school cannot levy any extra shilling from parents above the 53K per year unless parents approve it.

But the principal, the board and the PTA are all greedy hyenas. They circumvent this by making sure the agenda passes during an AGM.

Anyone with a kid in high school would have noticed the principal never talks about school fees. It's always the chair of the PA. That way, it appears as though the proposal to increase fees came from the parents themselves.

The chair gets his cut in any major project done by the school.

Want to know a corrupt school management ? They are always talking about projects. Like David Ndii keeps repeating, "you cannot steal money from recurrent budget". But when it comes to capital expenditure, you fatten the bull for everyone at the high table. For schools, this includes the principal, BoM, PA, DEO and the local MP.
