If they already knows the total population, why do they need to roll-out an expensive
national-wide exercise to enhance 'service delivery'.
They are very quick to issue hujuma number which majority don't even know how it will help them but very very slow issuing new generation Passports which is needed by many Kenyans but is never issue in time.
This is not a census as in their aim is not to know how many people are Kenyans. The ministry of interior & that of ICT are consolidating all your data into one service number. The population 45Mil mentioned here are a just an extrapolation from the 2009 census data. There may be more Kenyans
In Dec a group working with the Ministry of Planning will show up at your door and count you and the people in your household
in that one night. This information will be used to determine if you need a Ward/MCA, Constituency/MP (CDF) and how much money will be required to run your county in the next 10 years.
