I know one of the guys who was arrested. I believe the 500K per day could be on the lower side.

The guy was living recklessly though, you don't need to be an investigator/spy to tell that he was/is corrupt

Normally if the cost is greater than the benefit... In this case can we have a proper appraisal of both?

What lessons are the staff meant to learn? How can they be made to learn the specific lesson(s)?
