The guy was living recklessly though, you don't need to be an investigator/spy to tell that he was/is corrupt If Obiero did it, Who Am I?

In this case can we have a proper appraisal of both? What lessons are the staff meant to learn? How can they be made to learn the specific lesson(s)?
