Here is a case from Nairobi where a chief officer was banking an equivalent of Ksh. 631,720 every day into his personal account for 6 years straight!!!

I think that while admittedly some governors may be thieves there could also be others who are victims of thieving professionals.

How many Governors understand budgets and accounts and how money flows? How many scrutinize what they sign?

Most CEOs will tell you that the bulk of a CEOs job is actually quite boring. It involves a lot of reading and checking and asking questions and following progress. A maverick governor may find himself quite incompetent at the task. And since with his loud mouth he has made himself the face of the county a smart thieving accountant can actually manipulate figures while knowing that the spotlight will be on the Governor.

Even the Auditor General's office has said that these items were not there during audit, they were inserted later. Wouldn't it have easy for them to see if the money was transfered to the Statehouse account or tell us the account the it was transfered to?

I have noticed that the people we know as thugs don't actually steal or steal much when in those positions. The knowledgeable ones with all experience are the ones we should worry about eg. Kidero who is currently getting away with unexplained Kshs.20b lost during his tenure yet DCI is only after him for pocket change.

Why him? Because they know he understands nothing! How would this go through IFMIS, County assembly and all it's Committees,Auditor General, Controller of Budget and Commission of Revenue allocation only to be captured at the Senate?

Waititi however is far from clean. The Kaa Sober initiative is a corruption initiative aimed at recouping campaign funds while earning crooks at the County Hall some coins.
