It is either:

Poor copy and paste job by finance people at the county which wasn't noted by CAG staff;

Or

Mess by auditors which wasn't noted by lazy county officials upon submission of audited report.

Was real money allocated to those line items?

Was real money spent/used on those line items?

For me that is all.Everything else are details that can be worked on.

And if they are true figures,then we must run Waititu out of town.

The 2017/2018 financial year began on July 1st 2017 before Waititu was voted in as governor. The previous regime should also shed some light on this

He has been running the cownty since august 2017 and funds were released after the governors were sworn in. The buck stops with him. Let him answer for the theft.

Govt expenditure (both Natonal and County) follow the budgetary allocations as presented by the Finance minister and approved by the budget committee of the county assembly.

Kiambu's Finance Minister is CPA Kigo Njenga. I know this guy well. He has an impressive CV as an auditor working for big audit firms before he opened his own audit firm. He made a good name for himself and I remember him being appointed by the Commissioner for co-operatives as a receiver-manager for several giant troubled SACCOs.

If those budget lines passed him and the county assembly, it can only mean nobody gives a damn about the budget in Kiambu. Waititu's word is the law.

Remember just last week the chief finance officer was arrested by the DCI with Kes 26M in cash.

Hiding expenses is a much simpler job than allocating to national government. Very easy.

I smell a rat here. YT2 still has stuff to explain on source of wealth but there's more than meets the eye here.

It is also said that Operation "Kaa Sober" was being ran without budget allocation. About 5000 guys in Kiambu were being given Ksh. 400 per day which comes to Ksh.2 Million daily without any budget. That program ran for more than a year which amounts to something close to a billion. If you can run a billion shilling program without a budget just how messed up are those accounts???

With some insight of the processes the 2017/18 budget for Kiambu went through, I read mischief by external forces here.

There is no way it would have gone through the review, approval and legislation process with the said items in place.

Somethings smells badly. And not from Waititu's corner.

Remember the dildos & pianos issues with a former powerful Minister?

Or South Korean former president buying viagra on her trip to KE before facing the guillotine?

This one I can't defend. I also wondered where he got all the cash for the programme and there was no mention of supplementary budget at CA.

Looks like Waititu actually runs Kiambu the way sole proprietor biashara guys run their businesses. Plans don't mean much, you act first and then plan baadaye. That is how he managed to fund "Kaa Sober". You use money earmarked for other things then you bring a supplementary budget to refund the money to the original allocation.

He runs the county like a biashara of "malori ya transport". This guy is the real hustler. I don't doubt his sincerity but I think he cannot tell the difference between running a county and running a biashara.
