If you are using paypal as a buyer, I see no problem with using it. I think in this case the topic starter was talking about you accepting payment as a seller.
If you are a seller never go against any of paypal terms. You can only receive money if you are in their member countries. Kenya is not one of them.

If you are a seller, avoid opening your paypal account from different countries. I know a lot of people say that they open their accounts with their friends in the us or uk and still login to their accounts from Kenya. This is playing with fire.
This will get your account banned the moment your account is flagged . I have gone through that. A lot of people have gone through that. Once they put a hold on your account, you will not get your cash in 180 days.
Google " paypal locked my account". It happens even with tourists coming to kenya then logging into their accounts. In some instances, even logging into your account from another IP can get it banned. Getting it back means a lot of work and trust me, its not fun.
Those are the facts.
That is why I say use it with care. Many businesses have suffered through paypal. My advice is if you have to use it to receive money, use 2checkout. when you recieve any money in your account, transfer it immediately.
for a user, then paypal is ok. Actually it's very good.
