If you want to understand where impunity and total disregard for the law started watch this video:

Start from 22:08 and listen to the accounts of Shikuku, Githunguri and Nyachae as they describe what they obviously believe to be positive attributes of Kenyatta. The fact that he was decisive and generous. Extrapolate that attitude towards laws for 40 years and you can clearly see how true this statement is: "the road to hell is paved with good intentions".

Waititu is right from an engineering point of view but wrong from a legal perspective. He is right that a river can be tamed or moved a few meters away or canalized so that development and nature can coexist. This has been done in many countries where the rivers, lakes, and even oceans have been tamed. The only problem is that our laws do not allow that and land allocations and developments on riparian land are illegal.

A good engineer would advise you to leave the river where it is. Any other engineer will tell you to move the river. What he certainly does not know or won't tell, is that, engineering knows not what to do when mother nature decides to revisit it's course; Here is an example from America, with all it's resources and best engineering brains and practices;

According to Waititû the buildings which have been built in ripalian land are not supposed to be demolished but rather the owner should move the river to somewhere else.
Now, when the demolisions begin for the houses build on grabbed public land, his reasoning will be that instead of demolishing the buildings the public land shall be moved a little...
We actually have leaders who are geniuses.

Sonko now tells Waititu to keep off Nairobi county matters. That he doesn't even know what riparian land is.
