Some even said it was unconstitutional. Going back further, Lyndon Johnson pushed his party to pass the civil rights act even though it cost his party many congressional seats. This is called leadership ! Na sisi hapa we are making excuses when our prezzi and other leaders cannot show leadership. We have such low expectations for our so called leaders.

The budget for flowers and tea is enough to build a new referral hospital. MCAs across Kenya pass budgets for foreign travel and buying luxury vehicles. These budgets are presented to citizens in the stakeholder forums. Kenyans don't bother to attend. The budgets are passed unanimously in the county assemblies. Nobody raises a finger. People complain after the budget is passed yet the constitution provides for public participation which are normally carried out. Then again we elected thieves, what do you expect. If the office of the president is the worst culprit then this notion that the president's hands are tied is even more bogus. I agree that we Kenyans are responsible for the mess we find ourselves in. Kenyans believe that tribal allegiance is more important than holding leaders accountable. Kenyan leaders have been sowing the seeds of tribal discord in order to keep Kenyans fighting amongst themselves while the leaders loot the taxpayer money.

As a minimum, those who went for World Cup should be made to foot their expenses and forfeit their salaries, unless said days are deducted from leave days.
