Was equally outraged until I sat down with an acquaintance from the 2017 Rao campaign team. He has been in government for a while and he explained to me in very simple terms. The PSC in its budget for 2017/2018 had an allocation to fund national assembly members of the sports committee to travel to Russia for the world cup. The allocation was passed and approved by the house. End of story. Anyone pretending to be angry should therefore direct their anger at the National assembly (both houses) for the budgetary allocation. The guys who went were just lucky to be sitting in that committee during the world cup.

Its worth noting that of all parliamentary committees, this is one of those where members are "hungry" most of the time. Guys who sit in committees like energy, agriculture, transport & infrastructure, PAC, PIC, do not even remember to check their salaries in the bank. Millions of kickbacks are directed their way all the time.

Finally, that allocation was PEANUTS. A few links below might help.

In short, anyone who wants to curb wastage should do so during budget allocation stage. Making noise after money has been spent is a futile exercise.

All this kizungu mingi about budgetary allocation is besides the point. MPs should not be joyriding under the guise of benchmarking. It happens too often and is immoral.

The president has much of the blame for this. He can put a stop to these joyriding trips.

What would PORK do? Nothing, the legislature is an independent arm of government in GOK created by COK 2010 - Articles 93 - 128. Here PORK's hands are tied.

As long as all these things pass during the budget making process, we as a country are doomed!!!

Eti PORKs hands are tied. This kind of thinking is why they say we live in a shithole.

Prezzi can:
1. Refuse to sign budget if it allows for such profligate spending.
2. Direct his MPs not to do such ujinga (he has clout)
3. Promise to campaign against MPs who perform such ujinga (see trump)
4. Push his MPs to pass legislation that prevents such nonsense.

In other words the president can show leadership instead of just saying his hands are tied. Such bogus excuses are precisely why Kenya is a shithole.

Presidents can show leadership. Trump recently shamed Pharmaceutical companies in the US into reducing prices for drugs. Did you hear complain eti his hands are tied?

Obama fought the system and vested interests and managed to pass the Affordable care act despite huge obstacles placed by vested interests. Some even said it was unconstitutional.

Going back further, Lyndon Johnson pushed his party to pass the civil rights act even though it cost his party many congressional seats.

This is called leadership !

Na sisi hapa we are making excuses when our prezzi and other leaders cannot show leadership.
We have such low expectations for our so called leaders.

In the entire budget such allocations are the norm not exceptions. And guess who is the worst culprit, the office of the president. The budget for flowers and tea is enough to build a new referral hospital. MCAs across Kenya pass budgets for foreign travel and buying luxury vehicles. These budgets are presented to citizens in the stakeholder forums. Kenyans don't bother to attend. The budgets are passed unanimously in the county assemblies. Nobody raises a finger. Only for lazy kenyans to start complaining on social media when the actual spending happens.

Rachael Ruto has a budget of 200M to do what exactly ? Same for Margaret Kenyatta.

People complain after the budget is passed yet the constitution provides for public participation which are normally carried out. Then again we elected thieves, what do you expect.

Even Trump signed a budget sometimes last year (I think in December) which he himself didn't like.

“As a matter of national security I’ll sign this omnibus budget bill,” he said, but warned that he would never sign such a hastily prepared bill again.

“There are a lot of things I’m unhappy about in this bill. There are a lot of things we shouldn’t have had in this bill but we were, in a sense, forced [to] if we want to build our military, we were forced to have,” he added during an event in the Diplomatic Reception Room at the White House.

If the office of the president is the worst culprit then this notion that the president's hands are tied is even more bogus.

I agree that we Kenyans are responsible for the mess we find ourselves in. Kenyans believe that tribal allegiance is more important than holding leaders accountable. Kenyan leaders have been sowing the seeds of tribal discord in order to keep Kenyans fighting amongst themselves while the leaders loot the taxpayer money.

As a minimum, those who went for World Cup should be made to foot their expenses and forfeit their salaries, unless said days are deducted from leave days. It's a shame, that as a country we don't have anyone pushing for this
