In Kenya they would have blamed ohuru, patel, grabbers of riparian land, NEMA, sonko, kanjo planning dept, WARMA, GK disaster management dept, poor/blocked drainage etc etc. But in japan we blame nature. Isokei.

Isokei to take responsibility - as soon as you "leave it to God" or his grace... you do nothing ! Earth quakes are a great example of how Japan decided not to "leave it to God". Finding a guy to blame is halfway there - the biggest issue is fixing things
