No. They started Kestrel from scratch. However, they used their political muscle to get a brokerage license. There were only six brokerage firms in early 1990's and it was only the highly connected who got licenses around 1995 or 96.

Taking the inheritance could have expose them to a lot of legal trouble that include up to loosing their privilege to live in Canada. In most western countries including Canada and USA, you're not allowed to enjoy wealth acquired illegally within their own territory even if the money was acquired in another country by a third party.

Basically, the source of Biwott's wealth is well documented as questionable, taking the money could have expose them to money laundry and could have soiled the legitimately acquired wealth.

Smart lawyers advised them against taking the money. Good call!
