CEO and his team now executes the various activities on the workplan as per approved budget to fulfill the mandate of the organisation. 7. For supply of various goods and services CEO asks Tender committee to sit and identify suppliers. 8. Suppliers awarded tenders with the approval of the CEO. 9. Procurement/supply dept follow up to ensure goods and services are supplied. 10. Supplier submits invoice to the organisation. 11. CEO asks finance department to pay. 12. Finance officer prepares payment vouchers. 13. Internal audit confirms that payment is OK. 14. CEO as one of the signatories of the bank account has to sign the vouchers/cheques. Finance officer/chief accountant also signatory. 15. Money paid to the supplier. 16. At the end of the financial year CEO submits a report accounting for all funds spent by the organisation. 17. Chief govt auditor sends his external audit team to the organisation to look at the books and prepare a report. 18. Chief auditor presents report on govt expenditure for the financial year. As you can see from the above there is no way even 1m can be stolen by "ngirita" without the knowledge and facilitation of elements within the organisation....unless ngirita breaks into the safe at the FO's office.

(4) An accounting officer involved in a procurement transaction on exploitation of natural resources shall comply with provisions of Article 71 of the Constitution and any other written law. 45. Corporate decisions and segregation of responsibilities (1) For the purpose of ensuring that the accounting officer's decisions are made in a systematic and structured way, an accounting officer shall establish systems and procedures to facilitate decision making for procurement and asset disposal. (2) The procedures required under subsection (1), shall be consistent with this Act and the Regulations. (3) All procurement processes shall be— (a) within the approved budget of the procuring entity and shall be planned by the procuring entity concerned through an annual procurement plan; (b) undertaken by a procuring entity as per the threshold matrix prescribed; and (c) undertaken in strict adherence to Article 227 of the Constitution. (4) All asset disposal processes shall be handled by different persons in respect of identification, consolidation, preparation of a disposal plan, pricing and the disposal itself. (5) For the avoidance of doubt, all public officers or State officers involved in procurement or asset disposal processes shall bear responsibility for their actions and omissions. The accounting officer is not the same as the accountant within an organisation. In the ministry the accounting officer is the PS. In a parastatal the accounting officer is the CEO. Remember Waigoro saying Mangiti was the accounting officer for the ministry?

“The situation we inherited in NYS when we took offi ce from December 18, 2015, and for director general in January 2016, was one of absolute confusion in all matters relating to procurement and fi nancial statements,” she said.
Omollo said some of the 1,600 suppliers who submitted delivery notes to her office have been threatening her over the pending bills.
“We spend sleepless nights over their threats, consistent calls and intimidation. This has become part of our daily way of life. We have 1,600 delivery notes from suppliers whom we have listed, but if you have not followed the procurement process, I won’t pay,” she said.
Yesterday, Omollo rubbished claims that NYS lost Sh9 billion, saying that she has, together with Ndubai, revolutionised the service and sealed all loopholes for misappropriation of funds.
A loss of Sh9 billion would mean NYS was technically and operationally closed for the two financial years, she said.
“If the colossal amounts of money have been lost and were completely undetected by the Auditor General’s office, it indeed raises a lot of questions, which we too are keen to understand and unravel.”
She said the Auditor General had given her department a clean bill of health in its 2016-17 report.
The report stated in part: “...based on the audit procedures performed, I can confirm that nothing has come to my attention to cause me to believe that public money has [not] been applied lawfully and in an effective way.”

9 birrion being stolen in one FY and there is no impact on the organization means that stealing plans were mooted at the budgeting phase and it's not only the procurement people to be held accountable but the budget reviewers and approvers as well If Obiero did it, Who Am I?

With the current hits and upper cuts going on, I now understand the last election cycle. These thieves were soooooo invested in their robbery, they were not worried about calling people kimundu.
