These cartels are just imaginery creations by the politicians and the senior civil servants in order for them to continue milking the tax payer dry!! ...besides, the presence of a safe alone does not signify that there is money inside...

After every scandal by cartels, a commission comprising the same cartels is formed to investigate themselves and come up with nothing and much more funds is drained. Its a Man eat Man country, the rich eat everyone while the poor eat anyone!!!  Indians hire illegal and illiterate Indians from India to work in Kenya jobs that even our class 8 students can do. Politicians using their seats to eat from our coffers like weevils and army worms

The Govt should carry out thorough probe on individuals and their families found on the wrong side being cartels and scandalous thereby taking back property belonging to them if they find it was acquired on shady deals as people tend to hide the properties into their lineage to conceal.
Such monies are used to banks money, land, buildings etc
The Media should as well support the President and Govt in unearthing stolen property or acquired property that re questionable.
For Instance when city father aka Mwenje died he left so much property in his family land. much of this property was acquired hegemonic-ally and give free to girl friends he kept.
Others acquired city open lands which no one has been able to recover even as Kidero -sonko campaigned on getting it back.

If you had time to listen to Ps Lilian NYS yesterday then you'll know that indeed cartels exist. Apparently, NYS was buying meat at 550 a kilo from some suppliers but KMC agreed to supply at 230. This move is being fought tooth and nail. KMC was allocated 500m in fin yr 2016, that money was returned to treasury. In 2017, it was allocated 300m again for modernization the money is said to have been returned again. There is a plot to kill KMC or privatize it watch and see who comes up with that agenda. Time to jail them for life, take all wealth hidden into their families and concubines.
Stolen money is banked outside Kenya like buying property in foreign cities like London, Dubai, Qatar, Paris etc
Other monies are hidden in terms of immovable properties like real estates, land.
Some still go to luxury like SUV cars and businesses

They know they are the cartels.
