Why should that minister make such an unfortunate statement? He should know that the visas expire May 15th and he should only issue such warnings after that date. The athletes are free to be in any part of Australia upto 15/5, they don't have to remain 'imprisoned' in the athletes' village.

Even in Kenya participants/delegates in international meetings/games are encouraged to tour and enjoy Kenya.

Australia is very tough on illegal immigration. They put them in detention camps as they await deportation. The best country to be an illegal immigrant is the US. Even with all the publicity brought about by Donald Trump you can have a very good life as an illegal in the US for as long as you do not cause any trouble. There are Chinese who have lived in China Towns for decades without even learning to speak English. I am told there are some Kisii grandmothers in Minnesota who take of children and grow traditional vegetables. Some have have lived there for decades without any papers. For as long as you do not break the law you have nothing to fear in the US, you can disappear and live in peace.

Australia is a bit psycho on immigration... unlike other bunches of white people on the planet that have had rough edges of their racism and superiority complexes glazed over by decades activism - Australia never got to that point. The White Australia Policies that informed them in the recent past still guide their hand on all matters.

They are all immigrants, just like the Canadians and Americanos.... they just don't want others to join them and share the loot, bure kabisa!
