Then the county governments, agricultural research companies, farmers + all the relevant stakeholders should get to work instead of working on probabilities of which crops most favor the regions. And don't forget there has to be a market for the produce as well as finding alternative sources of income for all those who were maybe employed, or relied on provision of services to the sugar sector.
